In September 2019, the last missions of the consultants supporting the Environment Protection Fund of Laos (EPF) in the area of Fiduciary Standards, M&E, ESS and Gender were hosted by the EPF. Each of the consultant conducted a Training of Trainers (ToT) with the respective EPF staff in order to train Project Owner regarding to the updated manuals and policies. During the second day of the two-day ToT for Fiduciary Standards Project Owners joint the workshop and the representatives of the Department of Finance of the EPF conducted the training. Furthermore, during the last missions the last updates on the drafted policies and manuals were done. With the finalization of the support for the EPF in closing their gaps, the EPF is in the process of completing the application to get accredited to the GCF and it is planning on submitting it in mid-October.

During August 12th and August 23rd, 2019, the Environment Protection Fund of Laos (EPF) hosted missions of consultants in the area of Fiduciary Standards, Project Management, M&E and ESS and Gender. Missions included a Brainstorming Workshop for GCF Concept Note on August 20th and a ToT on August 21st. The Brainstorming Workshop enabled the EPF Office (EPFO) to identify ideas for a potential GCF concept note in the sectors of Forest and Land use. Moreover, the EPFO was trained during the ToT to be able to train Project Owners in new requirements in relation to Project Management including M&E and ESS and Gender.

The EPF of Laos, in cooperation with GIZ, hosted a peer-to-peer interactive Workshop on GCF engagement for DAEs in Luang Prabang, Laos from August 26th to August 27th 2019. The two-day Workshop brought together the EPF from Laos and the Environmental Fund from Thailand, which are in the accreditation process, together with fellow DAEs such as JS Bank from Pakistan, XAC Bank from Mongolia, NABARD from India and the Environmental Investment Fund from Namibia to share their experiences and lessons learnt on the accreditation process and submission of GCF project proposals. Furthermore, NDA representatives from Laos were also present at the workshop.
|GCF Readiness Support for the Lao Environment Protection Fund |
Under the GCF-GIZ Readiness Programme the Lao Environment Protection Fund has been supported in the accreditation process of the GCF. After a thorough gap analysis in 2018, the project has now contracted three consultants to address these gaps, which will focus on fiduciary, M&E and project management issues. As a first activity, the project organized a CLiFiT training from 22-24 May 2019 for key EPF staff. In total, 13 participants from Laos attended the training (mostly from the EPF, but also from the NDA and one line ministry). The training aimed to build capacities for EPF participants on project management, finance and for other participants to improve their understanding of climate finance. The tailored training focused mainly on the GCF, GCF investment criteria and initial discussions about potential GCF funding proposals. The week thereafter, the consultant also conducted a mission in Laos, which focused on increasing capacities of the EPFO with regards to project management, mapping and meeting external stakeholders like the World Bank and UNDP, as well as establishing a coordination structure for the consultants.
